Lead with dnc_flagged. It is the least ambiguous customer signal.

DNC flagged = true

dnc_flagged: true means at least one licensed vendor marked this number Do-Not-Call. Flags propagate across vendors by number; a flag is never overridden by silence. Treat this as do-not-cold-call.

DNC flagged = false

dnc_flagged: false means none of our vendors flagged it.

False does not mean callable. Maverick Data has not checked the FTC National DNC Registry. Customers doing outbound calling own their own registry scrub; federal safe-harbor requires scrubbing within 31 days of the call, plus applicable state lists and internal suppression rules.

State rollout

DNC values light up per state as rebuilds land. Older state exports can have fewer populated labels until the state has been rebuilt into the current disclosure model.

Email labels

Emails carry no verification claims. email_status: verified only means the raw validation value was bounce_pass; available means an email is present without a bounce-fail signal.

Legacy labels

dnc_status and compliance_status can appear as available-on-request export fields. Treat dnc, unchecked, and clear as source labels. clear is not permission to call.
